Thanks to landmark zoning changes now in effect across the city, homeowners and investors have an unprecedented opportunity to multiply the value and income potential of a single residential lot, without any rezoning required.
In October 2023, the City of Vancouver replaced all former RS single-family zones with the unified R1-1 (Residential Inclusive) zone, driven by BC's Bill 44 housing legislation. This change allows duplexes and multiplexes of up to 6 strata-titled units — or up to 8 units if secured as rental — on most standard residential lots across the city. No rezoning application. No public hearing. No uncertainty. These projects are now outright permitted as-of-right under Vancouver's zoning bylaw.
Duplex or multiplex: what's right for you?
A duplex creates two principal dwellings on your lot. Each unit can include a secondary suite or lock-off unit, effectively creating up to four self-contained living spaces from a single property.
A multiplex puts 3 to 8 fully self-contained homes on a single standard lot. Units can be strata-titled and sold individually (up to 6) or held as a secured rental portfolio (up to 8 units).

FSR can increase to 1.00 if all units are secured as purpose-built rental, and up to 1.25 for projects meeting net-zero energy standards.
A well-built fourplex in Metro Vancouver can generate $134,000–$163,000 in gross annual rental income. New construction is exempt from rent control at first occupancy.
Multiplexes sell on Vancouver's west side at a median of roughly $1,414 per square foot, converting a single-family asset into a multi-unit property with significantly higher market value.
Up to 6 units can be individually strata-titled and sold, or retained as a rental portfolio with up to 8 units in an all-rental configuration. Both strategies offer strong returns.
Under R1-1, duplexes and multiplexes are outright permitted. You don't face the 18–36 month rezoning process, dramatically reducing project risk and timeline uncertainty.
Owner-occupiers can live in one unit while collecting rental income from the others, reducing or eliminating housing costs entirely while building equity in a multi-unit asset.
A duplex or small multiplex is ideal for extended families who want proximity without shared walls. Independent units for parents, adult children, and grandchildren on the same property.

Development cost charges, density bonuses, and permit fees can total $200,000–$320,000+ depending on lot size and unit count. We build these into your feasibility analysis from day one.
Multiplex projects typically require a development permit followed by a building permit. Plan for approximately 20 months end-to-end, with 6–9 months in the permitting phase.
All-rental projects (secured tenure) pay $0 density bonus, qualify for reduced DCL rates, and can build up to 8 units instead of 6, the strongest financial incentive the City offers.
Projects with 5 or more dwelling units require a registered architect under BC's Architects Regulation. Pacific Homes works with licensed architects on all our multiplex projects.
